The majority of press in the city has adopted this stance and backed the new proposals. Now Manhattan borough president, Scott Stringer, has given his approval, albeit with stipulations that reduce the build by some 20 percent. 1.) Exfoliate your skin so its nice and smooth and bright, then moisturise. 2.) Apply your foundation once the moisturiser has dried, as evenly as you can. 3.) If you have some bronzer, use it to contour your face (bring out your cheek bones and accentuate the features of your face.) I usually get a little on the brush and run it just under my cheek bone to make them really stand out. Also blend a little of the bronzer to the parts of your face naturally hit by the sun, so the bridge of your nose, forehead, a little on the chin, and a little on the top of the cheek bones too. 4.) Starting with the lightest shade of eye shadow you have, dab it all over your lid area and blend so its seamless. 5.) Using a mid shade of eye shadow, (one slightly darker than the one you used first), blend it just in the middle of your eye lid. 6.) Now get the darkest shade of eye shadow you have, and press it on the outer corner of your eye lid, blending towards the middle, with the mid shade. Get a little more on the tip of your brush (if your using one) and push it in to the crease of your eyelid. Run a little under your bottom lash line for a smokier look. 7.) Apply eyeliner to your top lid, with just a little flick on the outer corner. Then apply mascara to top and bottom lashes. 8.)
